"Over recent years, much attention has focused on published outputs, particularly in scholarly journals, and how to widen access to them. But effective stewardship of unpublished research data is becoming a more urgent issue, as increasing volumes and varieties of data are being produced, and early intervention is required to consider such issues as which of them are to be preserved and how; and whether and if so how they are to be made accessible to others." The guidelines are not prescriptive, but framed as questions for key stakeholders.
